This situation needed urgent attention. After the neighbors had looked around and couldn’t find anyone who looked like the dog’s owner, they had to take urgent steps. Of course, no one knows what to do better than the authorities.

So a call to Guilford County Animal Control was in order. They arrived moments later, and this picture from Rob Brown of Greensboro News and Record perfectly captured the dire condition. Lilo was one step away from neglect and closer to some much-needed redemption.
