FIRST STEP OF THE RESCUE
No one knows how long this brave dog had been out there. Still, she was clearly weak. Not only was it cold outside, she lacked mobility since she was tied to a tree.
Seeing as her owners weren’t around, she must have been hungry and thirsty. The officers from animal control had to move fast. So, they scared off the vultures and took Lilo from the kennel. And with no one in sight, the officers left something behind for her owners.
